Removing Driver Lower Dash ??

Hi
Is it possible to remove the lower dash trim below (but not on) the steering wheel.
It looks like it should separate from the dash but I think I can see some glue.

I want to get access to the BCM / relay panel to do some fault finding on my wiper delay.
The wiper delay doesn't work on any of the 4 positions. I need to figure out if it is the BCM or the wiper switch that is the problem.

No it is a part of the Dash - so it is the hard way: Down on your back with a lamp in your mouth. Not easy but it can be done
